The NHCSL Executive Committee met on April 25th at NHCSL headquarters in Washington, D.C. for its first 2008 Business Meeting. During the meeting two important resolutions addressing current issues of common concern to our community were adopted. One of the resolutions was former Puerto Rico Governor Pedro Roselló’s resolution, calling for a hearing at the Organization of American States (OAS) to evaluate the petition submitted to the Inter-American Commission of Human Rights [P-1105-06] regarding Puerto Rico participation in U.S. national affairs. The second resolution adopted was in relation to the nationwide digital conversion scheduled for February, 2009 when American television stations will switch from analog broadcast and begin broadcasting exclusively in digital format. The entire text of both resolutions will be posted on our website in May. The resolutions adopted were:

  • The Resolution in support of Television Consumers in the Broadcast Digital (“DTV”) Transition.

  • Resolution proposed by Puerto Rico Senator Pedro Roselló

Last year, at the NHCSL 2007 Annual meeting in Miami, Rep. Angel Cruz (PA) urged its colleagues to support a resolution urging to retire jersey # 21 from the Major League Baseball in honor of baseball player Roberto Clemente. Senator Juan Pichardo (RI) was present at this meeting, he followed up and last month the Rhode Island Senate passed the resolution. This type of collaboration between members is the essence of our organization. NHCSL congratulates Senator Pichardo for his efforts and support.

“Roberto Clemente truly paved the way for Latinos in Major League Baseball and it gives me great pride to join my NHCSL colleagues in other states passing a resolution asking the MLB to retire Roberto Clemente’s number. Roberto Clemente will always be a role model for the Hispanic community, as a great baseball player and a humanitarian” said Senator Pichardo.

Born in Puerto Rico in 1934, Clemente played right field for the Pittsburgh Pirates for 18 years from 1955 to 1972, before dying tragically in a plane crash while delivering aid to earthquake victims in Nicaragua. Clemente became the first Latino player to be admitted to the Baseball Hall of Fame and Major League Baseball annually honors a player who has dedicated himself to volunteer work with the Roberto Clemente Award. Clemente was also awarded the Congressional Gold Medal for his lifetime of humanitarian service and was posthumously awarded the Presidential Medal of Freedom in 2002.

Program Description
The NHCSL-Comcast Scholarship program is specifically designed to help Hispanic high school students achieve educational success. NHCSL will award a $1,500 scholarship to Hispanic high school students in four target states: Colorado, Florida, Illinois, and Maryland. Guidance and financial support will be provided to a total of 12 Hispanic public high school students (3 from each state). Only the public high schools that are located in the District of the NHCSL Hispanic state legislator can be eligible to participate.

Students will also be covered for airfare and lodging to attend the Comcast Multi-Cultural Intern Day in Philadelphia and a Legislative Session in Washington, D.C. during Hispanic Heritage month where they will participate in other celebration events. NHCSL will ensure that each student can maximize the opportunity to receive valuable experience and exposure throughout this initiative. THE DEADLINE TO APPLY IS MAY 12, 2008.
