The National
Hispanic Caucus of State Legislators (NHCSL)
will host its Third National Summit on
November 10-13 in Tampa, Florida. All Summit
activities, unless otherwise noted, will
take place at the Hyatt Regency Hotel at Two
Tampa City Center in downtown Tampa. The
theme of the Summit is “Legislative
Challenges, Policy Solutions.” The Summit
agenda will include a Corporate Partner
Policy Hearing, New Member Orientation,
Leadership Luncheon, and Policy Priorities
Plenary focusing on health, immigration and
education issues. Participants will gain
various opportunities to engage one-on-one
with Hispanic legislators, corporate
executives, government/legislative affairs
officials and public policy experts from the
public/private industry who are expected to

GOLF
PROS & AMATUERS should also make plans to
join us at the Summit on November 10 at the
prestigious Tournament Players Club in Tampa,
Florida for the John S. Martinez Golf Outing.
The Golf Outing is the official kick-off of
the NHCSL Summit. The Golf Outing is a
fundraiser to benefit the John S. Martinez
Scholarship Fund that was created to honor
the legacy of the late Representative
Martinez and also continue his legacy in
helping young people. Representative
Martinez was a trailblazer in the
Connecticut State legislature, serving in
office for more than five years. Martinez
took the helm of the NHCSL in the summer of
2001, and as President of the NHCSL he
worked aggressively to bring the
organization together and to the forefront
as a national policy body representing
Hispanic elected officials from throughout

The NHCSL received a $300,000 g rant
from the W. K. Kellogg Foundation to
implement ENLACE (Engaging Latino
Communities for Education. Assemblyman Ortiz
called the program a “bold new approach to
engaging corporations and the philanthropic
community in the struggle to keep Hispanic
students in school.” ENLACE has experienced
success in several cities including
Albuquerque, New Mexico, where efforts
include the development of a Hispanic
Teacher Pipeline to increase the number of
Hispanic teachers in the area. With this
partnership ENLACE will expand its work to
include the states of California, Florida,
Indiana, Illinois, New York, Ohio and Texas.
Assemblyman Felix Ortiz noted that ENLACE is
one more step in NHCSL’s efforts to close
the educational achievement gap for Hispanic
students throughout the country. “NHCSL is
committed to improving access to quality
education in this country for Hispanic
students and we are eager to partner with
others to ensue that all students have the
opportunity to pursue their educational
goals.” said Ortiz. “ Creating partnerships
in the business and philanthropic
organizations’ community is one way to
ensure that students who stay in school will
have work opportunities upon graduation,” he
added.
At the November Summit NHCSL will host an
ENLACE panel featuring Senator Bernadette
Sanchez (NM), Karen Sanchez-Griego, Executive
Director, ENLACE New
Mexico, Maria Hines, Coordinator, Family
Center, Albuquerque, New Mexico, and Melissa
Romero, a Senior student at the University

Samantha Sanchez,
the former executive director of the
Institute on Money in State Politics, will
present the findings of her report entitled
"Money and Diversity in State
Legislatures 2003" at the NHCSL Summit
on Saturday, November 12. The
report examined the fund-raising patterns of
white and minority legislators and found
that, on average, minority winners raised
less than their white counterparts in 42 out
of 50 states. The report also found a gap
between the number of minority legislators
and their representation in the overall
population, with all 50 state legislatures
failing to match the diversity of their
populations. The report was the first of its
kind to explore the disparities in funding
among candidates based on their ethnicity.
The Institute was able to conduct a national
examination of fund-raising patterns because
it collects contribution data for state-level
candidates in all 50 states.
The widespread
trends found in the Money and Diversity
report can help inform policy debates on
issues ranging from redistricting to voting
rights and national voting reforms. Sanchez,
a former tax attorney and law professor at
Catholic University in Washington, D.C., has
studied issues relating to money in politics
for more than a decade. A co-director of the
Institute when it was formed as a national
organization in 1999, she was the
Institute's senior research fellow at the
time of the report's publication in May. |

The 42nd Treasurer
of the United States,
Anna Escobedo Cabral, will be the keynote
speaker at the Summit on Saturday, November
12 in Tampa, Florida. In her role as
Treasurer, Cabral advises the Secretary,
Deputy Secretary, Director of the United
States Mint and the Director of the Bureau
of Engraving and Printing on matters
relating to coinage, currency and the
production of other instruments by the
United States. |

A Policy Priorities
Plenary at the Summit will focus on the
issues of immigration, education and health,
which are the most prevalent issues that
impact the Hispanic community. Each session
will feature Hispanic legislators and policy
expert discussant from the across the
country. The Policy Priorities Plenary will
be held on Friday, November 11 at the Hyatt

Texas State
Senator Gonzalo Barrientos will
receive the
John S. Martinez Excellence in
Leadership Award from the National
Hispanic Caucus of State Legislators
(NHCSL). This is the inaugural
launch of NHCSL’s Excellence in
Leadership Award named in honor of
the late John S. Martinez, former
State Representative of Connecticut
and NHCSL President in 2001-2002.
The award will be presented annually
to a Hispanic legislator who
embodies passion, dedication and
great achievement throughout his/her
political career. Senator Barrientos
is the first recipient of this award.
Senator Barrientos will receive the
award at the NHCSL Third National
Summit that will be held November
10-13 in Tampa, Florida.
“On behalf of the National Hispanic
Caucus of State Legislators, it is
our esteemed privilege to award the
John S. Martinez Excellence in
Leadership Award to Senator
Barrientos who has demonstrated a
passion, commitment and dedication
to serving his constituency,” said
NHCSL President, Assemblyman Felix
Ortiz (NY). “Senator Barrientos
personifies the meaning of this
leadership award and is well-deserving
of it.”
Senator Barrientos was nominated for
the award by Texas State Senator
Leticia Van de Putte, R.Ph., who
currently serves as President-Elect
of the National Conference of State
Legislatures (NCSL) and chairs the
Texas Senate Democratic Caucus.
Barrientos preceded Van de Putte as
the Democratic leader in the Texas
State Senate.
Senator Barrientos, the most senior
Hispanic in the Texas Senate, has
served in the Senate for 20 years
and in the House for 10 years prior.
Among his accomplishments is the
passage of more than two dozen
pieces of legislation designed to
decrease the school dropout rate.
Additionally, he has sponsored
significant legislation to eliminate
abuse of the elderly and protect the
rights and benefits of state
employees, and law enforcement
initiatives. He has championed
various pieces of legislation that
protect the rights and benefits of
workers and state employees, has
been a tireless advocate for the
rights of elderly citizens, and has
been instrumental in ensuring the
representation of minority students
at institutions of higher education.
Senator Barrientos recently
announced that at the end of his
current term ending in January 2007,
he will not seek re-election. |
