The National Hispanic Caucus of State Legislators (NHCSL) will host its Third National Summit on November 10-13 in Tampa, Florida. All Summit events will be held at the Hyatt Regency, Two Tampa City Center unless otherwise noted.

The theme of the Summit is “Legislative Challenges, Policy Solutions.” Among the guest speakers will be United States Treasurer Anna Escobedo Cabral. The Summit agenda will include a Corporate Partner Policy Hearing, New Member Orientation, Leadership Luncheon, and Policy Priorities Plenary focusing on health, immigration and education issues.

Join us at the Summit on November 10 at the prestigious Tournament Players Club in Tampa, Florida for the John S. Martinez Golf Outing. The Golf Outing is the official kick-off of the NHCSL Summit. The Golf Outing is a fundraiser to benefit the John S. Martinez Scholarship Fund that was created to honor the legacy of the late Representative Martinez and continue his legacy to help young high school students who aspire having a political career.

Representative Martinez was a trailblazer in the Connecticut State legislature, serving in office for more than five years. Martinez initiated local legislation in those areas of most concern to our constituents, mainly education and economic development. He also worked diligently in the local community to sponsor and support initiatives that would have a direct impact on those under-served segments of society.

Locally and nationally, Martinez worked to promote the efforts of the Fatherhood Initiative, making the needs and concerns of all fathers heard, especially those fathers with limited access to education, employment and other opportunities. Martinez took the helm of the NHCSL in the summer of 2001, and as President of the NHCSL he worked aggressively to bring the organization together and to the forefront as a national policy body representing Hispanic elected officials from throughout the country. In 2002, Representative Martinez was killed in a tragic automobile accident, yet his legacy will continue.

On Thursday, September 15, 2005, the Florida Hispanic Legislative Caucus elected Representative Juan C. Zapata as their new Chairman. He had previously held the post of Treasurer. He was nominated by former Chairman Rep. Gustavo Barreiro, and was confirmed unanimously. Representative Zapata becomes the first Colombian-American to achieve this post.

Rep. Zapata was first elected to the Florida Legislature in 2002, and subsequently re-elected. He was instrumental in the formalizing of the caucus in 2003 and established the Caucus’ scholarship fund that has awarded over $30,000 to Hispanic students.

The Florida Hispanic Legislative Caucus is comprised of all 15 Hispanic State Representatives in the Florida Legislature. It is a bi-partisan organization that advocates and promotes the well being of the rapidly growing Hispanic community in Florida.
