The
National Hispanic Caucus of State
Legislators (NHCSL) reconvened in
Wilmington, Delaware on September
11-13 at the Hilton Wilmington/Christiana
for NHCSL’s Sixth Annual Health
Disparities Conference. This year
NHCSL members focused on the impact
of cardiovascular disease and
atherosclerosis in the Hispanic
community and a panel of experts on
mental health addressed prevention,
education, cultural competence and
best practices during engaging and
informative discussions.

Conferences are extremely important
for NHCSL as is here where we
generate new policy solutions and we
set standards of health care
excellence for our community, by
establishing better comprehensive
health policies and launching
nationwide initiatives, we can
eradicate racial and ethnic
disparities from our health system”
stated Representative Joseph E.
Miró, NHCSL President who welcomed
the group to his home state.
During the conference the
legislators also received a
historical overview on health topics
discussed at previous NHCSL’s Health
Disparities conferences and had the
opportunity to report on the
benefits and knowledge gained. NHCSL
also visited AstraZeneca
headquarters in Wilmington for an
overview of AstraZeneca Hispanic
Networking Employee Group and a tour
of their Research & Development
facilities.
Dr. Joxel Garcia, Assistant
Secretary for Health at the U.S.
Department of Health and Human
Services was the keynote speaker
during the awards dinner. This year
the Annual Health Disparities
Leadership Awards were presented on
Friday, September 12th to
Representative Rene Garcia (FL),
Representative Minnie Gonzalez (CT)
and Senator Roberto Arango (PR) for
their exceptional commitment to
addressing health disparities in
their local communities.

Representative
Pedro Marin (GE)
State Rep. Pedro "Pete" Marin was
elected as Vice-Chair of
Constituency Groups during a state
committee meeting in Macon for the
Democratic Party of Georgia. As Vice-Chair,
he will be responsible for building
relationships with various racial,
ethnic, faith and other interest
groups whose values and principles
align with the party. "I am excited
about the opportunity to work with
Chairwoman Jane Kidd and other party
leaders to develop a comprehensive
plan for articulating our message to
the diverse communities existent
throughout our state. It is a
responsibility I take very seriously,"
said Rep. Marin.

The National Association of Latino
Elected and Appointed Officials (NALEO)
Educational Fund and NHCSL will co-sponsor
the NALEO Education Leadership
Initiative’s (NELI) Latino
Legislative Hearing on Pre-K and the
Early Grades on Tuesday, September
23, 2008, at the House Ways and
Means Committee Room in Washington,
D.C. This is a non-partisan event
designed specifically for Latino
state legislators to receive
testimony from the nation’s leading
experts on Latinos and pre-k to 3rd
grade, including program approaches
and funding options at the state
level. NHCSL will be recognizing
it’s 2008 John S. Martinez
Scholarship recipients on Tuesday
morning after the scheduled
legislative hearings at Capitol
Hill. Representative Joseph E. Miró
(DE), President of NHCSL will be
giving remarks during the Opening
Reception on Monday the 22nd
scheduled from 6:30-8:30pm.

of Senior Policy Coordinator and is
pleased to welcome Juana Ines
Pacheco to the NHCSL family. With
nearly 20 years of professional
experience in various facets of
economic, community, and business
development, in both the public and
private sectors, Juana comes very
well prepared to make a positive
impact on our organization. Juana
has a strong background in research
and grant development, as well as
experience in public policy. NHCSL
members are encouraged to contact

The National
Hispanic Caucus of State Legislators (NHCSL) is the
preeminent organization representing the interests of 300
Hispanic state legislators from all states, commonwealths,
and territories of the United States. Founded in 1989 as a
nonpartisan, nonprofit 501(c)3, NHCSL is a catalyst and
advocate for joint action on issues of common concern, such
as health, education, immigration, homeownership and
economic development to all segments of the Hispanic
